What was Soapy’s first plan? Why did it not work?
 

Answer:

Soapy primary plan was to have dinner at some fine restaurant and after that he would say that he had no money to pay. So the cop could arrest him and the judge would send him for three months in the jail on black wells island. This plan didn't work at all because the head waiter see his old shoes and the torn clothes that was covered on his legs. The restaurant authorities turned soapy around and moved him rapidly and silently outside the restaurant.
