Explain why a charged balloon is repelled by another charged balloon whereas an uncharged balloon is attracted by another charged balloon?

Answer:

When a charged balloon is placed near an another charged balloon. They repel each other due to like charges present on them. However, a charged balloon attracts an uncharged balloon because it induces an unlike charge on the near surfaces of the uncharged balloon.
