Question:
Why did the daimio reward the farmer but punish his neighbour for the same act?

Answer:

When the daimio came, the farmer poured some ash on the cherry tree. As a result, it burst into blossom. Daimio was happy to see it and rewarded the farmer. But when the wicked neighbour did the same action, nothing happened to the tree and the ash entered into the eyes and nose of the daimio. So he got angry and punished the neighbour.
