There were a numerous problems that troubled ashoka and he wanted to solve those problems. These were as follows :
- People in the empire followed different religions, and this sometimes led to various problems out there.
- Animals were sacrificed or killed.
- Slaves and servants were badly treated.
- There were quarrels in families and amongst neighbourhood.
The methods adopted to spread the message of dhamma were as follows:
- Ashoka appointed officials which are called as the dhamma mahamatta who went from one place to another place for teaching people about dhamma.
- Ashoka got his message by writing on rocks and pillars or by giving instructions to his officials to read his message to those who could not read it by themselves.
- Ashoka also sent messengers to spread the ideas about dhamma to other lands like Syria, Egypt, Greece and sri lanka.
Mostly the slaves and servants were the prisoners that's why they were badly treated. Yes, order of emperor would have improved the condition as the head of the state. He could issue law of punishment regarding this situation.
