Cells have ATP powered pumps like Na+ -K + - pump where 3Na2+ is sent out in exchange of 2Kions. Thus increasing the Kions level in the intracellular region. In this way through the pumps, ion concentration is maintaining higher than extracellular levels in animal cells.
