Total electrons ClO- = 17 + 8 + 1 = 26
In ClF = 17 + 9 = 26

Yes you are wrong It is Lewis base because of presence of lone pair on halogen
how it can be lewis base,you are wrong it lewis acid
How is it possible if it accepts an electron then it should be lewis acid..
